Today I decided to finally do the ARMOR mission with my level 60 cosmic prestiged Mayday, clicked the Signed Picture in my inventory and soon realized as I was playing in Midtown that Colleen Wing was only level 4... Is that a bug or am I missing something?
I suppose I can tag @SuperRossome or @GazilliAnt, feel free to correct me if it's not the good people.
