I had been theorizing what the changes would be and was glad to see that this is what they were changing. It's a step in the right direction because we are at 60+ Heroes.
Now the balance can reside on the Talent system, so that we can actually choose the power we want to use and not just use the strongest version.
This is even more important for heroes with "not as many powers". While I don't doubt that anyone could come up with three full trees for a hero like Beast, having this type of system allows for greater impact on the powers we would consider "obvious to the character".
Like a leap attack for Beast is a given, but under the current system it would be just that. "A Leap Attack". And there wouldn't be much else.
Now that leap attack can turn into different versions that can impact how the hero is played, whether it is a more agile/movement build, a bleed build, an aoe attack, a more impacting single target attack or simply a movement power that would allow you to move around targets better.
This is why I think the change is great because it will allow for other heroes that we might otherwise not see under the current system due to the devs not wanting to 'take the risk' of releasing a character that wouldn't be as involving as say Deadpool who has a lot of variety in powers.
So because of these changes I'm willing to 'sacrifice' whatever is currently "BiS" for our heroes in order to let the new system flourish, and I hope the devs aren't afraid to make drastic choices due to not wanting to impact these 2 areas as I have seen a lot of posts with people worried about what will happen to their items and omegas.
That said, none of this will work if there's no new content where we can experience the new system and get "new items" and "better stuff". So hopefully one of the dev blogs goes in depth as to what we can expect in terms of content.
