As silly as this sounds, this needs a tiny buff. 3 sec CD is too harsh for it to actually be of any real use. I say this as a professional Cable player who knows about using a basic attack, lol.
Seriously, it has a 1 sec internal cooldown (which is a fight for a different day...) and a 3 sec timer - that means people have 2 seconds to cast something else and then go back to a basic. As an example. it literally takes me just about 1 second to toss a grenade out as Cable.
Please bring the timer on it to at LEAST 4 seconds, 5 would be ideal though. Without 5 seconds it will really end up being just tossed in the flavor pile and not get used.
