I for one, hope if I slot RR and manually reload on time I will be getting a big buff in addition to not having to wait for a reload to happen. That way, your total DPS output is moderately better if you manually reload. If that is not the case, why would anyone bother with slotting it? Also, what would be the point of giving people a reason to stand around while waiting for a reload to automatically happen? That one I don't quite get, but I'm open for a conversation about it.
I recognize The Punisher fanbase is small in comparison to other playables in the game. I just hope we can all find something that works for all of us.
