Welp, since I've been nothing but excited for Angela ever since she was announced, I've decided to make her the best she can be. This guide will provide you with a top dps build for Angela and yes, it can survive in cosmic patrols.

This guide will be more in depth and give more gearing options, and other alternate things.
So let's start, this build is a Hunter's Blades melee build, and will focus more on DPS than TTL, of course I will give options to make her more survivable as well though.
POWERS
As for her powers, this is what I am maxing currently, as of August 30th, this is all subject to change as she gets changed.
Assassin's Armory Tree
This left tree is where most of your damage comes from, it is heavily focused on just your melee powers.
Hunter's Blades is your main spender, with my current gear, it hits 4.8x per second with my procs up, it scales extremely well with attack speed.
Rage of Xiphos is one of your main DoT layers, it provides a bunch of damage, 5 hits, and is a bleed so it will help with keeping your Glinting Einherjar Brooch and your Sabertooth's Furry Mane procs active.
Know My Name and Weep is an 8s cooldown power that does +40% more damage against vulnerable enemies. For me it is bruting for around 5-6m almost every time so it does provide a lot of damage.
Ichor's Wrath This is your melee execute, as of August 30th, I have made some changes to the build and this power does seem to do more damage than Stunning Ichors in her Hevenly Ribbons tree and you can switch her slot 3 out for a Coat of the Skull and still max this power.
Leader of the Hunt this is your defense passive, now here is where you can dump your points or just leave it at one point. Of course, with more points in it, the more tanky you will be, you can put the points from Living Ribbons here instead and one point Living Ribbons as you please.
Hevenly Ribbons Tree
The middle tree is your tree that mainly focuses on your Ribbons powers.
Writhing Ribbons As of the time I'm writing this guide, Living Ribbons does not proc the vulnerability on her slot 3 unique, so this power is pretty much the only way to get vulnerability outside of omegas and Team-Ups. Writhing Ribbons does provide a decent amount of damage every 4 seconds as well.
Living Ribbons This power is a set and forget toggle power that is used to proc ranged things like the Xavier's Ring and the hybrid omega nodes. It has 3 specs attached to it, the left is Constrain which pulls enemies towards you, the middle is Barrage which doubles the attack speed of Living Ribbons, and the right is Ribbon Shield which will block 3% of incoming projectiles. As it stands now, Barrage is the only spec worth taking. This power is what I use to point dump, but you can always 1 point this power and dump your points in Leader of the Hunt, your defense passive.
Wingless One Tree
Daughter of Odin is your damage passive, pretty standard, it provides +10% damage to your Ribbon powers, spirit on hit, and a DoT when you hit with a Ribbon power, which is also proc'd by Living Ribbons, as well as the standard Damage, Critical Damage, Critical Rating and an Accuracy Aura.
Nothing For Nothing This is your signature power. This is a very interesting power, currently it is being changed on the test center, but right now, it is a 5 hit power that deals a lot of damage with a stacking vulnerability attached to it.
Asgardian Smite is another DoT layer that provides another +10% damage to Ribbon powers for 4s when used. It does quite a bit of damage and is totally worth using.
Heven's Fury This power is the one all the way at the bottom of the tree, I personally don't use it, but you can always 1 point it for the 3s invulnerability it provides. Definitely a good way to increase your survivability.
That pretty much covers all of her powers. Now let's get on to the gearing.
GEAR
As you can probably see, she is not that hard to gear at all, the hardest thing to come by is the Skrull Medallion of Bravery.
Uniques
Slot 1: Skrull's Mighty Hammer currently beats her own slot 1, but it is not far ahead of it, if her own slot 1 gets changed to have +3 to all powers on it at 69, it would beat out the hammer. The hammer can be found as a drop from the Alienated Vengeance wave in Hightown (Avenger's Wave).
Slot 2: Standard Issue X-men Uniform is best in slot here. Of course her slot 2 is not bad by any means, but it is not best and there are a couple items that beat it. The X-men Uniform can be bought from the Danger Room Merit vendor for 1875 merits.
Slot 3: As of August 30th, I've switched to Coat of the Skull with some changes to the build. With switching to her melee execute, you can use the coat and still max it and provide more dps and gain some power duration for your bleeds.
Slot 4: Her own slot 4 is definitely best in slot here. The 965 damage rating, 1171 crit damage and brute damage make this unique best in slot. The Skrull Military Uniform is always a solid choice if you ever want to switch this out.
Slot 5: Her own is 100% best in slot here, it provides 1041 flat damage rating, 321 damage vs bleeding enemies, a bunch of crit damage, crit rating, brute rating and possibly the best proc in the game. You have a 5% chance when you land a brutal strike to gain 1346 crit and brute rating for 10s on a 1m cooldown, which is an insane amount. It also provides the ranks to all the powers that you need.
Enchants: Slots 1 and 5 will be Attack Speed, she scales extremely well with it on Hunter's Blades. Slots 2-4 will be up to you here, you can either go Defense rating or Spirit.
Challenge Bonuses: All +1 Fighting here, strength isn't far behind.
Artifacts
Best in slot here are:
Glinting Einherjar Brooch: If this item can be kept up, it is quite possibly the best artifact in the game, it provides 505 melee damage, with a proc that provides an extra 421 damage rating and 461 crit rating. As long as you can keep up your melee DoTs, her bleeds, this should be up all the time as she does have a really good proc rate. This can be obtained from Defending the Door in Lower Asgard, once you complete that event you can buy it from the vendor that spawns there.
Sabertooth's Furry Mane: Again, another case of if it can be kept up, another best item. Providing 508 damage vs bleeding enemies, and 600 critical rating, it also provides some Health Regen and physical defense rating.
Crossbones' Teaching Credentials(Physical): Another standard top end game artifact, This provides a ton of brutal damage rating (linked to the ranged damage portion of the item), This rolls up to 505 brute damage and stacks 3 times when you critically hit. It also provides 300 physical damage, 150 melee and ranged damage, some crit and brute rating.
A.R.M.O.R Issued Nano-Poison: As of August 30th, with some changes to the build, this provides a lot of brute rating and brute damage and +2 fighting, this seems to be the best option for this current iteration of the build and also means that you don't have to worry about 1 rank to most things since it does provide a +1 to all powers. Having her sig brute is a lot of dps and the more it brutes the better it is.

Blessings
As far as blessings go, 4x Hogun blessings will be best here
For alternatives, you can always use 4x Helas
Ring
A melee/ranged Xavier's School for Gifted Youngers Class Ring is top notch here. This can be bought from the Danger Room vendor.
Medallion
As of August 30th, best here is the Skrull Avengers Medllion, since switching her slot 3 out for coat of the skull, this medallion makes up the attack speed we lost and provides a lot of damage, it is not up 100% of the time but it is still the best.
Alternatives would have to be Skrull Medallion of Bravery, Red Skull Medallion, or Red Onslaught Medallion.
Runeword
The Gauntlets is top here, but the Platebody is always a solid choice if you want some extra defense for the urus
For the Runeword, you pretty much always want a Power Doop.
Alternatives would be God of Mischief, Lady of the Sword, Allfather's Fury, Lunar Eclipse, or Bone Breaker.
Relics
Atlantis will always be top here.
Asgard comes in at number 2, and you can always use Subterranea if you want more defense, or Lemuria is you want more life on hit.
Legendary
For i80 legendaries, Savage Axe of Ares wins by quite a bit, I also have a Shield of Perseus for all of my mains, it just helps so much with content like danger room, or if you wanna be lazy and just not worry about pretty much any content, the shield alone will fix almost all of your survivability issues.
For i70, you pretty much always want to go for Gungnir, Mkraan is a close 2nd and there is always Godkiller for leveling.
Insignia
For my build, like I've said before, she scales extremely well with attack speed, a Mockingbird will win here, bringing my Hunter's Blades spender to an attack speed of 4.8/s.

As for the Affixes, you pretty much always want Crit damage. The second affix can either be melee damage, boss damage, brutal damage, critical rating or brutal rating (lowest tier).
Pet
The pet is pretty much always gonna be a standard build:
8% base health for green
50 spirit for blue
10% brutal damage for purple
+2 to melee powers for cosmic
+3 fighting for unique (+3 strength is not far behind)
Costume Affixes/Core
Critical Damage for all 4 affixes, need I say more?
As for your core you want a Fightfecta here (25% medkit, invuln, +1 fighting), and of course an Armored one would always be better, +1000 defense.
Some good alternatives are:
A trifecta (25% medkit, invuln, 400 life on hit)
A strfecta (25% medkit, invuln, +1 str)
A biifecta (25% medkit and invuln)
