???? Are the old Civil War Drops not the same as the Current Civil War drops?

I had some left over Adamantium Plating Guides from the first Civil War event and got another from the current iteration and they do not stack.

This supposed to happen?

edit: Just got a second and the two do not stack. Again, is this intended??
