With gear and stats going up for heroes, the scaling on Norn Stone Legendary is looking more enticing. However, the level 5 for the stones is grossly underwhelming. It adds +2 to all powers. This is great you'd think, but when you consider, most heroes only get 100-200 bonus damage per rank. This is pretty underwhelming for a rank 5 legendary, especially compared to other legendaries that have minimum a 400k proc at rank 5.
There is also the fact most heroes uniques will cap their powers anyway.
The Tier 5 needs to be double or tripled.
This will give a sizable bonus comparable to other legendries and it will also encourage us to use non-hero uniques.
Right now, there isn't much of a compelling reason to use the non-hero uniques because they reduce our cap in most occasions, and its very expensive and time consuming to get a good roll. A few hours in a cosmic patrol will usually yield a near perfect roll on hero specific stuff which will typically beat most random roll non-hero uniques.
Ye, some of the non-hero uniques are awesome, but for the most part any one roll wont compare to a perfect roll hero unique.
The +4 to stats on ranks 1-4 are great and scales well to hero progression already, but the Tier 5 is grossly underwhelming and bringing it up to +6 to all powers will certainly make it more comparable to the other Legendaries, and allow us to off-set the point loss when using non-hero specific uniques.
Also, on side note. We could really use some new legendaries for multi-power heroes. Its pretty slim pickens for heroes that use more than one damage type. We also need a movement specific legendary.
